This video covers the floodplain permitting process. All homes impacted by the recent flooding must obtain a floodplain permit regardless of the amount of damage that the structure received.
If your house received “substantial” damage you need to complete the General Flood Permit from Kentucky Division of Water. Substantial damage is considered “repairs & renovations that equal or exceeds 50% of your home’s market value.” Total repairs costing less than 50% of your home’s market value will require the homeowner to complete the Non-Substantial Permit from Kentucky Division of Water. Both types of state permits will also require a local Stream Construction Permit from Franklin County Planning and Zoning Office. Direct links to both forms can be found below.

However, the process for city residents will be extremely similar. You can reach out to city planning staff at (502) 875-8500 for questions regarding floodplain permits in their jurisdiction.
