REGULAR MEETING
Franklin County Fiscal Court met on Tuesday, January 20, 2026. The meeting was streamed live by Frankfort Plant Board, cable channel 10, Franklin County Fiscal Court’s Official Facebook page, www.facebook.com/fcfcky, and Franklin County Fiscal Court’s Official YouTube channel, www.tinyurl.com/fcfcky. The meeting was made available for video teleconference (VTC) participation with the primary location and public observation area in the Fiscal Court Conference Room located at 321 West Main Street.
The meeting was called to order at 5:01 p.m. with Judge Michael Mueller presiding. The following members of the Fiscal Court were present: Squire Sherry Sebastian, Squire J.W. Blackburn, Squire Kelly Dycus, Squire Mike Harrod, Squire Richard Tanner, and Squire Eric Whisman. County Attorney Max Comley was in attendance.

The voting meeting was called to order at 6:47 p.m., with Judge Michael Mueller presiding. The following members of the Fiscal Court were present: Squire Sherry Sebastian, Squire J.W. Blackburn, Squire Kelly Dycus, Squire Mike Harrod, Squire Richard Tanner, and Squire Eric Whisman. County Attorney Max Comley was in attendance.
Following roll call, a motion by Squire Sebastian, seconded by Squire Dycus, for authorization for approval of minutes from the regular meeting of January 7, 2026. Voting in favor of the motion were Squires Sebastian, Blackburn, Dycus, Harrod, Tanner, Whisman, and Judge Mueller. Motion passed.
Motion by Squire Blackburn, seconded by Squire Sebastian, for authorization to receive the County Clerk's Quarterly Report ending December 31, 2025. Voting in favor of the motion were Squires Sebastian, Blackburn, Dycus, Harrod, Tanner, Whisman, and Judge Mueller. Motion passed.
Motion by Squire Harrod, seconded by Squire Tanner, for authorization to receive the County Clerk’s 2025 Excess Fees. Voting in favor of the motion were Squires Sebastian, Blackburn, Dycus, Harrod, Tanner, Whisman, and Judge Mueller.
Motion by Squire Tanner, seconded by Squire Harrod, for authorization to approve Resolution #1-2026 of the County of Franklin, Kentucky authorizing and approving the issuance of Franklin County, Kentucky taxable industrial building revenue bonds, in one or more series, in an aggregate principal amount not to exceed $33,000,000, the proceeds of which shall be used to finance the acquisition, construction, expansion, improvement, and/or equipping of an “industrial building, as defined in KRS §103.200(1), and leased to Franklin Devco, LLC, its affiliates, successors, and/or assigns; authorizing and approving a lease agreement, a payment in lieu of taxes agreement, and such other documents, certificates, agreements, and/or actions necessary or required for the issuance of the bonds and the financing of the project. Voting in favor of the motion were Squires Sebastian, Blackburn, Dycus, Harrod, Tanner, Whisman, and Judge Mueller. Motion passed.
Motion by Squire Sebastian, seconded by Squire Harrod, for authorization to approve Resolution #2-2026 authorizing the execution of an agreement with McCarthy Strategic Solutions, LLC for lobbying services. Voting in favor of the motion were Squires Sebastian, Blackburn, Dycus, Harrod, Tanner, Whisman, and Judge Mueller. Motion passed.
Motion by Squire Harrod, seconded by Squire Dycus, for authorization to approve a Resolution #3-2026 authorizing the filing of an application to the Kentucky Board of Emergency Medical Services, Ambulance Block Grant Program. Voting in favor of the motion were Squires Sebastian, Blackburn, Dycus, Harrod, Tanner, Whisman, and Judge Mueller. Motion passed.
First reading was given to an ordinance amending the Franklin County Code of Ordinances Chapter 155, Section 155.071 (Zoning Map Atlas; Amendments) and Section 155.072 (Zoning Map Amendments; Commission Recommendation).
Motion by Squire Harrod, seconded by Squire Blackburn, for authorization to approve a Resolution #4-2026 authorizing the filing of an application for Grant Funds with The Kentucky Fire Commission for the Franklin County Fire Department. Voting in favor of the motion were Squires Sebastian, Blackburn, Dycus, Harrod, Tanner, Whisman, and Judge Mueller. Motion passed.
Motion by Squire Dycus, seconded by Squire Blackburn, for authorization to approve Amendment #1 to Work Order #1 with HMB for an archaeological survey for the Forks of Elkhorn Sewer Project. Voting in favor of the motion were Squires Sebastian, Blackburn, Dycus, Harrod, Tanner, Whisman, and Judge Mueller. Motion passed.
First reading was given to Amendment #3 to Ordinance #4-2025 Relating to Budget for Fiscal Year 2025-2026.
Motion by Squire Sebastian, seconded by Squire Harrod, for authorization to receive the Treasurer’s Quarterly Report ending December 31, 2025. Voting in favor of the motion were Squires Sebastian, Blackburn, Dycus, Harrod, Tanner, Whisman, and Judge Mueller. Motion passed.
Motion by Squire Sebastian, seconded by Squire Tanner, for authorization to receive Treasurer’s Report. Voting in favor of the motion were Squires Sebastian, Blackburn, Dycus, Harrod, Tanner, Whisman, and Judge Mueller. Motion passed.
Motion by Squire Harrod, seconded by Squire Sebastian, for authorization to approve Budget Transfers for Fiscal Year 2025-2026. Voting in favor of the motion were Squires Sebastian, Blackburn, Dycus, Harrod, Tanner, Whisman, and Judge Mueller. Motion passed.
No motion was offered to deny a claim and bills were ordered to be paid.
Motion by Squire Harrod, seconded by Squire Tanner, for authorization to approve the re-appointment of Rebecca Quarles to the Franklin County Extension Office with a term ending December 31, 2028. Voting in favor of the motion were Squires Sebastian, Blackburn, Dycus, Harrod, Tanner, Whisman, and Judge Mueller. Motion passed.
Motion by Squire Sebastian, seconded by Squire Whisman, for authorization to approve the appointment of Arba Kenner to the Franklin County Extension Office with a term ending December 31, 2028. Voting in favor of the motion were Squires Sebastian, Blackburn, Dycus, Harrod, Tanner, Whisman, and Judge Mueller. Motion passed.
Motion by Squire Sebastian, seconded by Squire Whisman, for authorization to approve the re-appointment of Johnny Keene to the Frankfort/Franklin County Board of Zoning Adjustments with a term ending June 30, 2028. Voting in favor of the motion were Squires Sebastian, Blackburn, Dycus, Harrod, Tanner, Whisman, and Judge Mueller. Motion passed.
Motion by Squire Sebastian, seconded by Squire Whisman, for authorization to approve the re-appointment of Mitch Buchannan to the Frankfort/Franklin County Board of Zoning Adjustments with a term ending June 30, 2029. Voting in favor of the motion were Squires Sebastian, Blackburn, Dycus, Harrod, Tanner, Whisman, and Judge Mueller. Motion passed.
