INVITATION TO BID
FRANKLIN COUNTY FISCAL COURT
ROAD DEPARTMENT MATERIALS and ROAD DE-ICING SALT
The Franklin County Fiscal Court will receive sealed bids in the Office of the Franklin County Road Department, 100 Lewis Ferry Road, Frankfort, Kentucky until 10:00 a.m., local time on May 27, 2026 for the following items:
- Class I Bituminous Surface - Bituminous Bid Form
- Various Sizes of Aggregates - Aggregates Bid Form
- Class A Concrete - Concrete Bid Form
- Road De-icing SALT -Salt Bid Form
Prices are firm on all materials beginning July 1, 2026 through June 30, 2027. Bid specifications can be found on Franklin County’s website at https://franklincounty.ky.gov/solicitations/ or emailed upon a request made to Justin.carmack@franklincounty.ky.gov. Each bid shall be submitted on the respective bid form, signed in ink and sealed in an envelope conspicuously marked “Franklin County Materials Bid”. Perspective bidders may provide a proposal for any or all above materials.
Bid Opening will be held May 27, 2026 at 10:00 a.m. local time

The county, at its discretion, and unless otherwise prohibited by law, may provide a 5% price advantage to local qualified vendors. Local qualified vendors are those vendors who: have as their principle place of business located in the county and who are licensed and in good standing with all local, state and federal licensing requirements. Such qualified vendors submitting bids which are 5% or less higher than other competing bids may be considered low bids.
The Franklin County Fiscal Court reserves the right to accept or reject any and all proposals and waive irregularities or technicalities, as the Court deems necessary to best serve its interest.
