REGULAR MEETING

Franklin County Fiscal Court met on Wednesday, January 7, 2026. The meeting was streamed live by Frankfort Plant Board, cable channel 10, Franklin County Fiscal Court’s Official Facebook page, www.facebook.com/fcfcky, and Franklin County Fiscal Court’s Official YouTube channel, www.tinyurl.com/fcfcky. The meeting was made available for video teleconference (VTC) participation with the primary location and public observation area in the Fiscal Court Conference Room located at 321 West Main Street.

The meeting was called to order at 5:01 p.m. with Judge Michael Mueller presiding. The following members of the Fiscal Court were present: Squire Sherry Sebastian, Squire J.W. Blackburn, Squire Kelly Dycus, Squire Mike Harrod, Squire Richard Tanner, and Squire Eric Whisman. County Attorney Max Comley was in attendance.

The voting meeting was called to order at 6:28 p.m., with Judge Michael Mueller presiding. The following members of the Fiscal Court were present: Squire Sherry Sebastian, Squire J.W. Blackburn, Squire Kelly Dycus, Squire Mike Harrod, Squire Richard Tanner, and Squire Eric Whisman. County Attorney Max Comley was in attendance.

Following roll call, a motion by Squire Sebastian, seconded by Squire Harrod, for authorization for approval of minutes from the regular meeting of December 18, 2025. Voting in favor of the motion were Squires Sebastian, Blackburn, Dycus, Harrod, Tanner, Whisman, and Judge Mueller. Motion passed.

Motion by Squire Sebastian, seconded by Squire Harrod, for authorization for approval of minutes from the special meeting of December 22, 2025. Voting in favor of the motion were Squires Sebastian, Blackburn, Dycus, Harrod, Tanner, and Judge Mueller. Voting in opposition of the motion was Squire Whisman. Motion passed.

Motion by Squire Tanner, seconded by Squire Sebastian, for authorization to approve Budget Transfers for Fiscal Year 2025-2026. Voting in favor of the motion were Squires Sebastian, Blackburn, Dycus, Harrod, Tanner, Whisman, and Judge Mueller.

Motion by Squire Sebastian, seconded by Squire Tanner, for authorization to receive the Treasurer’s Report. Voting in favor of the motion were Squires Sebastian, Blackburn, Dycus, Harrod, Tanner, Whisman, and Judge Mueller. Motion passed.

No motion was offered to deny a claim and bills were ordered to be paid.

Motion by Squire Blackburn, seconded by Squire Harrod, second reading and approval of an ordinance #1-2026 amending the General Administration Section of Chapter 30: Administrative Code of the Franklin County Code of Ordinances to Remove and Add Language under subsections §30.001, §30.002, §30.003, §30.004, §30.005, §30.006, and §30.007 (A), (B), (C), (D), (E), and (F) as amended. Voting in favor of the motion were Squire Sebastian, Blackburn, Dycus, Harrod, Tanner, and Judge Mueller. Voting in opposition of the motion was Squire Whisman. Motion passed.

Motion by Squire Blackburn, seconded by Squire Harrod, second reading and approval of an ordinance #2-2026 amending the Financial Administration Section of Chapter 30: Administrative Code of the Franklin County Code of Ordinances to Remove and Add Language under Subsections §30.020, §30.021, §30.022, §30.023, and §30.024, (A), (B), (C), (D), (E), (F), and (G). Voting in favor of the motion were Squire Sebastian, Blackburn, Dycus, Harrod, Tanner, and Judge Mueller. Voting in opposition of the motion was Squire Whisman. Motion passed.

Motion by Squire Harrod, seconded by Squire Blackburn, second reading and approval of an ordinance #3-2026 amending the Purchases and Contracts Section Of Chapter 30: Administrative Code of The Franklin County Code of Ordinances to Remove and Add Language under Subsections §30.115, §30.116, §30.117, §30.118, §30.119, §30.120, §30.121, §30.122, §30.123, §30.124, §30.125, and §30.126, (A), (B), (C), (D), (E), (F), and (G) as amended. Voting in favor of the motion were Squire Sebastian, Blackburn, Dycus, Harrod, Tanner, and Judge Mueller. Voting in opposition of the motion was Squire Whisman. Motion passed.

Motion by Squire Harrod, seconded by Squire Sebastian, second reading and approval of an ordinance # 4-2026 amending the Delivery of County Services to Road Department Section of Chapter 30: Administrative Code of The Franklin County Code of Ordinances to Remove and Add Language under Subsections §30.135, §30.136, §30.137, §30.138, and §30.139, (A), (B), (C), and (D). Voting in favor of the motion were Squire Sebastian, Blackburn, Dycus, Harrod, Tanner, and Judge Muller. Voting in opposition of the motion was Squire Whisman. Motion passed.

Motion by Squire Sebastian, seconded by Squire Tainner, second reading and approval of an ordinance # 5-2026 amending The Administrative Code of The Franklin County Code of Ordinance: Chapter 30 to Add Language Under New Subsections Board and Commissions §30.140, and §30.141 (A), (B), (C), and (D). Voting in favor of the motion were Squire Sebastian, Blackburn, Dycus, Harrod, Tanner, Whisman, and Judge Mueller. Motion passed.

Motion by Squire Harrod, seconded by Squire Sebastian, second reading and approval of an ordinance # 6-2026 amending the Operation Of County Fiscal Court Section of Chapter 30: Administrative Code of the Franklin County Code of Ordinances to Remove and Add Language under Subsections §30.150, §30.151, §30.152, §30.153, §30.154, §30.155, §30.156, and §30.157(A), (B), (C), (D), (E), (F) (G) and (H) as amended. Voting in favor of the motion were Squire Sebastian, Blackburn, Dycus, Harrod, Tanner, Whisman, and Judge Mueller. Motion passed.

Motion by Squire Sebastian, seconded by Squire Blackburn, second reading and approval of an ordinance # 7-2026 amending the Administrative Code of The Franklin County Code of Ordinance: Chapter 30 to Add Language under New Subsections County Services §30.159, §30.160, §30.161, §30.162, §30.163, §30.164, §30.165, §30.166, §30.167, §30.168, and §30.169 (A), and (B) as amended. Voting in favor of the motion were Squire Sebastian, Blackburn, Dycus, Harrod, Tanner, Whisman, and Judge Mueller. Motion passed.

Motion by Squire Sebastian, seconded by Squire Blackburn, second reading and approval of an ordinance #8-2026 amending The Other County Policies Section of Chapter 30: Administrative Code of The Franklin County Code of Ordinances to Remove and Add Language under Subsections §30.170, §30.171, §30.172, §30.173, and §30.174, (A), (B), (C), (D), (E), (F), (G), (H), (I), (J), (K), (L) and (M). Voting in favor of the motion were Squire Sebastian, Blackburn, Dycus, Harrod, Tanner, and Judge Mueller. Voting in opposition of the motion was Squire Whisman. Motion passed.

Motion by Squire Sebastian, seconded by Squire Tanner, second reading and approval an ordinance #9-2026 amending The Administrative Code of The Franklin County Code of Ordinance: Chapter 30 to Add Language Under New Subsections County Investment Policy §30.175 (A), and (B). Voting in favor of the motion were Squire Sebastian, Blackburn, Dycus, Harrod, Tanner, and Judge Mueller. Voting in opposition of the motion was Squire Whisman. Motion passed.

Motion by Squire Harrod, seconded by Squire Sebastian, second reading and approval an ordinance $10-2026 amending The Administrative Code of The Franklin County Code of Ordinance: Chapter 30 to Add Language Under New Subsections Internet Policy §30.176 (A). Voting in favor of the motion were Squire Sebastian, Blackburn, Dycus, Harrod, Tanner, and Judge Mueller. Voting in opposition of the motion was Squire Whisman. Motion passed.
