FRANKLIN COUNTY FISCAL COURT
VIDEO TELECONFERENCE
FEBRUARY 24, 2026, 4:00 P.M.
SPECIAL MEETING – COMMITTEE OF THE WHOLE
Franklin County Fiscal Court met on Tuesday, February 24, 2026. Per KRS 61.826, this meeting is a video teleconference special meeting and one or more members of Fiscal Court might participate via video teleconference. The primary physical location for public attendance, where all members may be seen and heard, will be at 321 West Main Street, Frankfort, KY, 40601.
The meeting was called to order at 4:01 p.m. with Judge Michael Mueller presiding. The following members of the Fiscal Court were present: Squire Sherry Sebastian, Squire JW Blackburn, Squire Kelly Dycus, Squire Mike Harrod, Squire Tanner, and Squire Eric Whisman. County Attorney Max Comley was in attendance. Also, in attendance were Amy Quatman, Belinda Dimas, Jack Kennedy, and Russ Greenwell.
This was a work session to discuss and provide county parks project updates with Charlie Lewis. The Lakeview Park project update was given. Also, park amenities for 67 Buena Vista were discussed. No action was taken
Motion by Squire Blackburn, seconded by Squire Harrod, for authorization to adjourn. Voting in favor of the motion were Squires Sebastian, Blackburn, Dycus, Harrod, Tanner, Whisman, and Judge Mueller. Motion passed. (Meeting adjourned at 5:15 p.m.)
