Public Invited to Provide Feedback on KY 676 (East-West Connector) Bridge Replacement Project in Franklin County

LOUISVILLE, Ky. (July 8, 2024) – A project to replace the Julian M. Carroll Bridge on KY 676 (East-West Connector) over the Kentucky River and KY 1263 (Big Eddy Road) in Franklin County is being planned to provide a safer, more dependable crossing for Kentuckians who rely on the Frankfort-area highway.

The current bridge was built in 1979 and is the main detour route across the Kentucky River when I-64 is closed. The project’s purpose is to address the bridge’s deteriorating condition by renewing its structural components and to maintain a dependable detour crossing of the Kentucky River for I-64 that is not weight-restricted for commercial traffic. Goals also include minimizing traffic impacts on the traveling public and environment while addressing the project’s purpose.

The project is currently in the preliminary design phase where bridge replacement alternatives are being developed, evaluated and compared. Environmental impacts are also being documented for each alternative.

Public feedback is needed regarding proposed bridge replacement types being considered and the expected traffic impacts during construction phases.

The estimated project timeline, which is subject to change depending on funding and other factors, includes:
• Public Comment Period – July 2024
• Identification of Preferred Alternative – Fall 2024
• Submittal of Environmental Document – October 2024
• Final Design for Selected Alternative – 2025
• Construction – 2026 through 2028
