Safe Streets for All 

On July 6, 2023, Judge/Executive Michael Mueller, signed Resolution No. 17-2023 in support of the submission of an application for grant funds with the United States Department of Transportation’s Safe Streets and Roads for All (SS4A) Grant. The Franklin County Fiscal Court commits to achieving the goal of a dramatic decrease in roadway fatalities and serious injuries and zero roadway fatalities and serious injuries by the year 2050; adopting the Vision Zero Initiative.

Safe Streets for All (SS4A) is a federal grant program overseen by the U.S. Department of Transportation. It provides funding to help communities prevent traffic-related deaths and serious injuries.

In 2024, Franklin County received a $250,000 Planning Grant through this program. The grant must be used to develop a comprehensive Safety Action Plan, which will outline strategies to prevent roadway fatalities and injuries in the County. These strategies may include public education campaigns, such as teaching road users how to interact with bicycles, or physical roadway changes like speed bumps, additional signage, or even redesigning intersections if needed.

The Safety Action Plan will be crucial in positioning Franklin County to access future funding at both federal and state levels to support the recommended safety improvements.

How will the Safety Action Plan be developed?

Franklin County has partnered with Kentucky Transportation Center (KTC) and HMB Engineering Group, to help create the plan. Together, Franklin County Planning and Zoning, KTC and HMB will examine crash data provided by KYDOT and the Franklin County Police Department, study the movement of vehicles, pedestrians, cyclists, and other road users, and gather feedback from community members, including residents, commuters, and visitors.

Based on this data and community input, KTC and HMB will provide safety recommendations, which will form the core of the Safety Action Plan.
